Also known as Zalgo text or corrupted text, it's created by abusing the Unicode standard. Unicode includes "combining characters" (diacritics) designed to be placed over or under standard letters (like an accent mark in café).
By stacking hundreds of these combining characters onto a single letter in random directions, browsers struggle to render them cleanly, resulting in text that bleeds up and down the page in a chaotic, "glitched" appearance.
